Why penis skin does not come down?

REPLY
It is a natural variation among males.

Most of the people can retract their prepuce even when the penis is tumescent. Some are not able to retract even during detumescent state.

Even if the penis does not come down it does not impede sex.
Only precaution to be taken is to bring back the skin forwards if at all it comes back. Otherwise it causes paraphimosis.

In infants if there is difficulty passing urine, which is called as phimosis, circumcision is done.

[B]Does circumsiation has effect on sexual pleasure?

Medical Fact
Circumcision does not diminish or increase sexual pleasure for man and woman.

Belief
If one believes it increases or decrease sexual pleasure she/he may experience accordingly.
